A free-spirited Fairy.
The Wind Fairy is one of the only fairy enemies to use one of the four elements. It is also the only fairy that use a staff (though Fallen Angels also use staffs, technically they are not fairies). Wind Fairies fire two tornadoes that travel downward, then arc upwards. They are encountered in the desert and on the mountains.
I have not come up with a suitable design for a male variation, so the Wind Fairies might actually be only females in the end.
